Accessibility statement for Pay a DVLA Fine

This accessibility statement applies to the service for paying a DVLA fine.

This website is run by DVLA. We want as many people as possible to be able to use this website. For example, you should be able to:

  • change colours, contrast levels and fonts using browser or device settings
  • zoom in up to 400% without the text spilling off the screen
  • navigate most of the website using a keyboard or speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We’ve also made the website text as simple as possible to understand.

AbilityNet has advice on making your device easier to use if you have a disability.

How accessible this website is

We know some parts of this website are not fully accessible:

  • screen reader users had a positive experience using the site but encountered some difficulties that made navigating the service a little more challenging than they had expected
  • non-text content that is presented on a page does not have a text alternative that serves the equivalent purpose

Technical information about this website’s accessibility

DVLA is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

Compliance status

The website has been tested against the Web Content Accessibility Guidelines (WCAG) 2.2 AA standard.

This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons:

Non-compliance with the accessibility regulations

1.1.1 Non-text content (Level A)

Non-text content that is presented on the page does not have a text alternative that serves the equivalent purpose.

1.3.1 Info and Relationships (Level A)

Visual headings were found without any semantics for assistive technology to recognise them. Headings enable not only efficient navigation of the page, but also a way for screen reader users to understand the structure and layout of the page.

We plan to address these accessibility issues by 7th April 2026. When we publish new content we’ll make sure it meets accessibility standards.

Content that’s not within the scope of the accessibility regulations

Low Priority WCAG Level AAA

1.4.6 Contrast (Enhanced) (Level AAA)

Some text is being displayed with a contrast ratio which does not meet the minimum requirement to satisfy the criteria.

3.2.5 Change on Request (Level AAA)

Links were found that opened in a new tab but did not inform users of this functionality.
